Governing Board

The governing board has specific responsibilities outlined in chapter 11 of the church constitution. A hard copy is also available for review in the church office. The board meets on the second Tuesday of each month at Shepherd. Minutes from each meeting for the last three years are available on the left for the congregation for review (older minutes available in the office).

Principle of Involvement

The Governing Boards goal of involving, affirming and empowering all members of Shepherd of the Hills is best accomplished through encouraging and enabling all members to fully commit to worship, small groups, and serving in ministry and mission. (Fully engaged people, empowered by the Holy Spirit, will in turn give constructive feedback, will be open to learning and growing in their discipleship, and in turn will feel affirmed as they seek to involve and empower others.)

Principle of Decision Making

Decision making at Shepherd of the Hills will come out of open, honest, and frequent communication with the congregation and staff, adhering to the core values and mission of our church. (The Governing Board recognizes and supports the roles of the people to minister and of the staff to manage as it seeks to make decisions in governance.)

Principle of Governing Board Responsibility

The Governing Board governs by being led by the Holy Spirit and receiving input from the Staff and the Congregation. The Board is responsible for defining values, needs, vision, mission, supporting ministries, setting priorities, monitoring performance, and measuring results. (The board has established its Core Values to guide decisions and will monitor performance by ensuring mission, vision, and values are aligned.)

Principle of Staff Responsibility

Shepherd of the Hills is a community of faith that relies on its Staff members to pray for each other and the whole congregation as they implement and create programs to support our mission. (The Staff is responsible for understanding and taking ownership of the strategic goals of Shepherd of the Hills be delivering faith nurturing programs and services.)

Principle of Congregational Responsibility

The Governing Board needs and desires the prayers of the Congregation to fulfill its responsibilities. It addition, the Board needs an involved Congregation. (The faith in Jesus Christ and His discipleship will grow for both the Congregation and the Board as all people commit to regular worship, growth giving, serving in ministry and mission, small group participation, and personal faith development.)

Principle of Mutual Accountability

The Governing Board, Staff, and Congregation are equally accountable to each other to fulfill the mission of Shepherd of the Hills Lutheran Church To Reach, Ignite, and Empower People for Jesus.


Core Values


Unchurched people matter to God and so they matter to us. Jesus sent us to reconcile a lost world to God (Luke 15:1-32)


Loving relationships should permeate every aspect of church life. Love for one another is the norm (John 13:34)


The call to servanthood and ministry is to every believer. We strive to respond faithfully to follow Him above all else (Luke 14:15-24)


Life change happens best in small groups. We seek to bring people into an ever-growing relationship with Jesus (Acts 2:42-47)


We are committed to cultural relevance. We offer variety in worship and remain open to new innovations sent to the church by the Holy Spirit (Psalms 146-150, Acts 2:1-42)


We are dedicated to doctrinal purity. The Gospel message remains unchanged (Hebrews 13:8)
